RECS REGE 30 AUG 11 Paraphrase of Telegram from dans oral Fraser,
Shanghai, dated August 24th, 1911.

:
Assistant Judge, His Majesty's Court for China and
Corea, telegraphs that the legal faculty of Shanghai
have made a most serious complaint with regard to the
action of the Hong Kong Courts in the case of the
British Companies trading at Shanghai, They say that
the Chief Justice refuses to make any Order for reduc-
tion of capital in connexion with these companies, or
any similar Order. This is the more incomprehensible
to them inasmuch as the Registrar's certificate at
Shanghai has always been held conclusive in the case of
such companies which the Government of Hong Kong has
not ceased to register. No application to wind up
has been made at Hong Kong, though the court there
could advertise their notification to crealtors without
difficulty at Shanghai. The barristers have been told
that appeal is their only proper remedy. Nevertheless,
in view of the serious predicament an exceedingly large
amount of British capital is in, I have consented, at
their request to inform you by telegraph.
